Final Evaluation of the project: Strengthening of the budgetary and financial management processes at the administration and finance department of the Ministry of Health in Mozambique

Narrative description of project:
The ‘project’ seeks to strengthen the budgeting and financial management processes of the Finance Department (DAF) of the Ministry of Health (MISAU) at provincial and central levels, via the extension and the deepening of E-SISTAFE (the electronic financial management system of the Government of Mozambique).

The Belgian contribution was used to finance training and capacity building activities of the project, either delivered by CEDSIF (formerly UTRAFE) staff or by private companies (after appropriate procurement process) to achieve the following three results:
- extension of the direct budget execution modality
- strengthening of financial management, and
implementation of the Consolidated Action Plan (PAC) in the areas of financial reporting, accounting for own revenues, support to refunctionalisation of DAF’s financial department, and implementation of audit recommendations
