Formulation mission for the 10th EDF supporting health service delivery

Narrative description of project:
This was a Lot 8 formulation mission for EU health sector support to Zambia (budget 24 M EUR). The objective of the assignment was to assist the Delegation of the European Union to Zambia in completing the tasks required during the Sector Policy Support Programme (SPSP) formulation phase and in preparing the related formulation documents that will form part of the Annual Action Programme for 2013. During the identification process three result areas were identified for the SPSP:
(i) Improved quality, availability and accessibility of essential medicines in public and private areas; (ii) Strengthened information and management systems in Ministry of Health; and (iii) Sustainable health financing policy in place. As per Terms of Reference this mission was supposed to specifically follow up on result areas (i) and (iii). However, on request of the Delegation of the European Union result area (ii) was included in the scope of work.
