Josef has worked in international health since 1984 when he took the first two assignments as a clinician and a teacher of community health officers in Nigeria and in Sierra Leone.
In the 1990s, he was the advisor on AIDS to the Canadian International Development Agency and chaired the Management Committee of the WHO Global Programme on AIDS before returning to Africa where he directed two international multi-country HIV projects for the German Technical Co-operation in West Africa, and for the Canadian Public Health Association in Southern Africa.
From 2002 to 2008 Josef lived in Ghana and worked as regional health advisor for West Africa and as senior advisor on HIV globally for Plan International, focusing on maternal, child and adolescent health.
From 2005 to 2010 Josef served as health systems specialist on the Technical Review Panel of the Global Fund to Fight AIDS, Tuberculosis and Malaria.
Josef has been a hera partner since 1999.
In 2008 he moved to Germany and dedicated himself to full-time consultancy work for hera as evaluation expert and team leader in complex evaluations.
He has worked or provided consultancy services in Africa (Benin, Burkina Faso, Cameroon, Congo, Cote d'Ivoire, DRC, Eritrea, Ghana, Guinea, Guinea-Bissau, Kenya, Malawi, Mali, Mozambique, Niger, Nigeria, Rwanda, Senegal, Sierra Leone, Tanzania, Togo, Zimbabwe, Zambia), Asia (Bangladesh, Laos, Pacific Islands, Philippines, Thailand, China), and Latin America (Cuba, Dominican Republic, Guatemala, Haiti, Nicaragua, Peru), as well as led several institutional evaluations of multilateral health programmes.
